President's marks as manager take hit in new CNN/ORC poll
Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.
And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.
"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.
Does being an effective manager count more than honesty?
"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.
Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.
There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.
"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.
The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

My President Obama is a two term President, on his second term, no other President in history has been disliked, disrespected or insulted like this President has. Yes this President has made some mistakes, and some of these mistakes were intentional to keep so called other parties of the NO groups from looking so bad in front of Americans and other countries!! This President has already made history, and who are the people responsible for taking these lying surveys and who are they surveying? I was not asked nothing, neither was any of my people, and please stop using America when you say Americans because you do not speak for all American citizens!!!

Given that Obama has never managed anything, even a lemonade stand, why is this a surprise? Obama has not demonstrated one ounce of real leadership in five years. He thinks the opposition party is an "impediment" – he completely denies the legitimacy of any points of view that don't agree with his own. He sees the opposition not as a group to negotiate with but as a nuisance that just gets in the way of his brilliant ideas (never mind that more than half of the country does not agree with him).
That 40% should pull their heads out of the sand and thats putting it nicely.
What's most surprising about the poll is that 40% still believe he can govern effectively, despite the failure of Obamacare, Benghazi, the IRS targeting, the numerous DOJ scandals, and his constant self-admissions that he doesn't know what's going on until he reads it in the media.
I and my people in the South especially New Orleans are very proud of what President Obama has done. See he has even the playing field, where as only certain ethnic groups took a hit from unemployment and server cuts in programs, he made it to where if one took a hit ALL AMERICANS TOOK A HIT!!! Not just a couple of groups that has been beaten down for decades!! This has been the most denied President in history, ever person he has tried to hire or put into office to try to help him manage America has been turned down by Congress , and the Republican base. This kind of want the President to fail by any means necessary technique is the reason for the Government shut down which was a failure by the GOP. How can any President manage a country without the proper support or qualified staff. Totally un American and a total lack of respect, and yes, some of this political hatred goes into just bigoted, racial hatred of the first biracial President with a Black American family in history!!

Hard to lead when the People don't trust your skills.
One thing that Americans "trust," is a person who admits personal short comings and then works hard on those problem areas.
The President needs to better verbalize his "short comings" on management of the ACA "rollout." And then, buckle down to make ALL the changes that are necessary.
Whenever we have a crisis that is his fault he changes the subject. Healthcare is broken ! He cannot fix it because the system he devised is unworkable. You cannot force everyone to have your idea of health care in a free country. People must have the freedom to choose. People must pay their own way. You cannot make the few pay for the many who refuse to work or cannot work because the government has ruined the economy.
It's about time people are seeing that he is not, nor was he ever qualified to be president. It has nothing to do with his race, color or creed, it has to do with his lack of credentials

The numbers are actually higher than most logical people would think they should be. People who lie are usually incompetent. The O demonstrates both.
Well, he couldn't get much of anything done before this polling due to Congress, so it looks like we'll just have more of the same for the next three years. Doesn't help the country one bit, so just keep taking those meaningless polls!
