President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    And with the Affordable Care Act, ( Obama Care), this is his prime historical law that has passed with every attempt by the GOP to destroy this law!! See some Americans are not that idiotic to see what is really going on with this law. The president got this law passed and handed it down to one of his people, who clearly did not manage it enough or micromanaged the start of the program, this lead too the massive failures of the online sign up process. Not enough input, not enough over sight , not enough hands on management, and not enough checks and balances. That is why the online application could not work, Its was like a brand new car with a engine, but no transmission, you have to have all the pieces working together to make the whole thing work. And dealing with all the crying that is going on about peoples insurance getting canceled, and the Republicans blowing this up like the no life idiots they are, this is simply explained, see most of these under insured Americans has only partial insurance coverage, that means if you have just bought a new care, you have to have full coverage, not half coverage or selective coverage, FULL COVERAGE!! That means some Americans were paying cheaper prices for half coverage on there medical insurance rather than pay the total cost for full medical insurance coverage, and the new Affordable Care Act has high standard coverage so every American will be fully covered!! This cuts down on so many uninsured people going into hospitals getting all this free hospitalization at the tax payers expense. Which I totally agree with!! And cutting back on some of these leaching businesses who does not have or give there hard working employees any health care coverage. So CNN, stop being so political and tell the facts for what it is.

    Wow . . . And this is the result of a CNN poll too.

    Either their are more Liberals who have lost their trust in the Pres., or CNN actually included some Conservatives in this poll (unusual for them in the last decade, but laudable). Maybe they are getting some of their journalistic "CHOPS" back!

    That is a shame. Fortunately, it is a CNN poll, and they predicted a Romney landslide in 2012. However, every elected republican and right wingnut has focused on the 6 tenths of one percent who cannot keep their worthless junk policy. It is a bit early to make the final judgement.

    843 people? Scary to think that they represent ALL of America. From what I understand the polls are conducted by phone with people that have old fashioned land line phones. Guess what race and age most of those people are. Would hate to think anyone would take these polls seriously.

    Why isn't a poll taken to see how many Americans believe that there has been a concerted effort to sabotage any effort he has taken to effective manage the federal government? Would CNN report the findings of a poll such as that? After all this includes the media too? Then one could question the people that are being polled. I do not recall such a poll being taken when Bush was President.

    i guest the the relentless attacks from the repubs superior propaganda machine has gotten the gullible smitten and fooled in this country. i guest these Americans forgot what it meant for this country to be in the dumpster, because as the country booms, they fall in line with the repubs and hates our president a little bit more. i wonder if these folks that have came from the deep abyss of financial disaster will miss this president when they elect a repub and that president brings us back to the abyss of the Bush years. i wonder what it will be like when the repubs replaced American workers with robots and cheap foreign labors, just because the plight of civilians rights will be trumped by the repubs backed corporations. i wonder who will get more tricked on, us or the cheap Chinese and Indian laborers. i wonder what we will do when the only job creator in our country is dismantled by the rabid repubs, and millions will sprawl on the sidelines without healthcare. i wonder who will stick up for the average joe when repubs full up the supreme court with even more rabbid tea partiers, i wonder.

    Considering Obama has had nothing but attacks against his every move we are all lucky he has been able to do as much good as he has. He saved us from bankruptcy. He wound down Iraq. He killed Osama Bin Lauden. He got us health care.

    All the attacks were not able to stop this guy. He is not perfect but boy he is so much better than America deserves considering how childish Americans are lately...
