President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    I remember comments regarding Obama being vastly different 4 years ago as compared to now...many young people have either changed their way of thinking or now understand who this president really is. I say this knowing comments on the internet do not matter.

    I'm an ordinary American, and I don't think he cares one whit for me. He promised not to raise taxes on the middle class, the lower part of which I am a member, and then saddles me with the crushing burden of Obamacare.

    I lost all respect for President Obama when he gave millions of illegal aliens work visas at a time of record unemployment. President Obama continues to lie to the American people and only seems concerned about pandering to special interest groups instead of doing what is right for the people of the United States.

    Not sure this is a silver lining. Many of those who say he has a vision probably do not like it. The blogs are full of people that believe he has a plan to "wreck the US", "make it communist", etc. These kooks probably said he has a vision. Take them out and there probably is only a small hard core of DEMs left. The people who think he has a vision are on the far left and far right. Those in the middle see him as incompetent and ineffective with little vision.

    You know when CNN releases a poll saying 1 in 4 Americans, what they really mean is 1 in 4 CNN drones does not trust the president. Which translates to 1 in 10 actual Americans trust the president.

    Ha ha, you guys like these polls, why don't you give the president credit for Iran deal too, Why do you over mislead the country with these polls you run everyday. When things are good, you run them like every two months or so, but when things are not looking good, you run them everyday. Why do you like making the President look bad all the time.

    Even in personal life if your caught telling a lie it takes a long long time to regain any trust from those around you. My parents would tell me, "it takes a thousand truths to regain the trust after one lie." The problem here is that we are being asked to trust the government with our most private I have no trust that the government is capable of that sort of security of my records.

    When it relates to government to manage things, we have a huge population to get things done. How many Americans may have great ideas to turn our country around? Though it never gets the attention of our leaders (Congress) because we have so many people to each congressperson. The one way to help get things done in Washington is to increase the number of Congressperson for so many people. Then afterwards, good ideas will reach our lawmakers. The problem with this to increase the number of congressperson per person is that the US Constitution would need to be changed. Now I am not sure the exact numbers; however, I will bet there was much lower number of Americans per congressperson at the founding of our nation. Great things happened back then.
    As our population grows, this makes our "figurative" ship bigger. Then just like turning a large ship 180, it will require lots of energy. The same can be said of turning the direction of our nation 180 (that can be a ship called the USS America) it will take all hands on deck. I believe it does not matter who is President. We have such a large enough number of people, that it will take more energy from other identities to change things. This includes the media and other Americans to help turn our ship 180. Then only then we may say that the US is heading in the right direction in more ways than one.

    Why all this poll taking? Who trust the polltakers? The overall trust in the political parties and all three branches of government seems to be at an all time low right now With the ongoing ludicrous sequester, the secret TPP "Nafta on Steroids" agreement that the Administration hopes to slip through Congress with an up or down vote with no discussion in December, the dreaded "Chained CPI", the Citizen's United decision of the Supreme Court, and the ongoing mess in the Middle East, why should any American, except the one percenters who seem to profit from it all, , be jumping up and down with joy?
