President's marks as manager take hit in new CNN/ORC poll

Washington (CNN) - Only four out of 10 Americans believe President Barack Obama can manage the federal government effectively, according to a new national poll.

And a CNN/ORC International survey released Monday morning also indicates that 53% of Americans now believe that Obama is not honest and trustworthy, the first time that a clear majority in CNN polling has felt that way.

According to the survey, conducted last Monday through Wednesday, 40% say the President can manage the government effectively. That 40% figure is down 12 percentage points from June and is the worst score Obama received among the nine personal characteristics tested in the new poll.

"A lot of attention has focused on the President's numbers on honesty in new polling the past three weeks, but it looks like the recent controversy over Obamacare has had a bigger impact on his status as an effective manager of the government, and that may be what is really driving the drop in Obama's approval rating this fall," CNN Polling Director Keating Holland said.

Does being an effective manager count more than honesty?

"Just ask Bill Clinton, whose overall approval ratings remained high during and after the Monica Lewinsky scandal because three-quarters of all Americans thought he could get things done, even though only about one in five said he was honest," Holland added.

Obama's woes are not limited to honesty and his managerial skills. Fifty-six percent say he is not a person they admire, and an equal number say he does not agree with them on important issues. Fifty-six percent also say he does not inspire confidence, and 53% don't view him as a strong and decisive leader. All of those figures are all-time records for Obama in CNN polling.

There is a silver lining in the poll for the President: He's still seen as someone who cares about ordinary Americans, six in 10 say he has a vision for the country's future, and seven in 10 say he is likable–his best attribute of the nine items tested in this poll. But the numbers are down for both admiration and likeability.

"It's clear that views of Obama as a person - once his strong suit - have taken a hit in October and throughout 2013," said Holland.

The poll was conducted November 18-20 for CNN by ORC International, with 843 adult Americans questioned by telephone. The survey's overall sampling error is plus or minus 3.5 percentage points.

    Big Deal! 53% don't believe he is honest. At least thats much lower than the number of people who believe he is Muslim (80%) and the number (92%) that believe he was born in Kenya!

    I once held Obama in high esteem..however this fiasco with the ACA has really left me high and dry. This doesn't mean I'll EVER jump on board with the GOP. Just voting Independant now.

You cannot possibly give my President credit for what he HAS DONE, can you?? Nope – you have to make this black man your evil nemesis!! No President in history has had to deal with such bad behavior. Let's keep having polls so we can convince ourselves that US citizens are just all lemmings running for the cliff.....

    II am shocked to read it is only "53%". I mean seriously.. How obvious does it have to be? I am thinking the 47% would believe BO if he said the snow is blue and not white they would believe him. Facts or facts and when in the hell is everyone going to read them and believe the FACTS?

    Does CNN really believe their polls represent a majority of people in this country. I agree with the president . Polls are not important since a majority of people in this country most likely don't read CNN. I believe CNN is taking too much credit in believing that they have a big following which is not true. Sure maybe white suburban people mostly took this poll who are selfish and naïve to have been brainwashed by the do nothing repubs. 843 people do not represent the majority of people in this country. It is also time CNN and other media stop thinking that only whites opinions count. This shows how the media plays the brainwash game. Anyone stupid enough to fall for this crap is pitiful. I judge the president's likeability to his visits to places and the great responses he still receives and the respect from true Americans who respect the Office of the President of the US. These people are human and to judge the president on a failed website very shallow. No one died and there are thousands of people who are benefitting from the ACA. Let's get a poll to them.

    Our President is tyring to make massive, needed changes to drag this country up into the late 20't century, then hopefully at some point we'll start getting advanced enough, a little over a decade later, to approach what we should be doing in the 21st century. Any Manager will tell you – if you're not making any mistakes, you're probably not doing much. Obama isn't perfect, but I'm surprised he's been able to accomplish the changes he has, given the extremely divisive political environment that he faces. I'm thinking that if he's got the right people in place for the Universal Healthcare initiative, that will straighten out within the next several months. Software applications always have problems duing rollout, and this one had more than most. But hopefully lessons learned will help us get back on track with this.
    I'm behind what he's doing, and am hoping things get better and better.

    Obama has zero training in managing anything except his family. So why do we expect him to be a great manager? Management is a skill and an art not a science and some people are better at it than others. Pure and simple. Obama was a great activist and organizer of social events. He is book smart not street smart, he selected the wrong people onto his team and that is his biggest mistake. Most of the people like Rice, Napolitano, Sibelius and others are great failures and have cause us great damage.

No one died and thousands of people are benefiting from the ACA. Why not poll them instead of a group of suburban brainwashed whites? Those people do not represent the opinion of the majority of Americans. These polls are disrespectful to the office of the president. President Obama has done an extraordinary job against one of the most racist and do nothing congress ever and to bring him down for them not doing their jobs is disgusting. The president has done his job., Just because congress did not do theirs is no reason to blame the president. You can't fight hate and racism. This poll is a joke. The president does not legislate laws! Shame on you CNN!

    It is clear that Obama has an agenda that is not in line with the American people. Just about everything he is doing is through strong arm tactics to circumvent the very Constitution he swore to protect and undermine the power and rights of the minority party. Constant ignorance and lies only further blemish this lame duck presidency. It would seem that he has a sinister agenda which is undermining the core values and freedoms of the American people. Unfortunately, by the time they realize it, it will be too late. The same thing happened in Germany, Italy and Russia.
