It's my understanding that "legalizing", in most case, means authorizing the legal sale of it. But, like alcholoic beverages, they marijuana may not be consumed in public. It is to be consumed in a private indoor setting. Not sure how that applies to smoking a bone in your backyard as you barbecue a beef brisket, though.
